In February 1997, in the 17th arrondissement of Paris, an elderly woman was found dead in her apartment. She had been there for four months. Atanase Périfan, a local official who had already spent years running a neighborhood association called Paris d'Amis, could not get past it: four months, in a building full of people, in the middle of a city of millions.
